WSP Develops Land iQ: A Groundbreaking Digital Tool for Land Use Evaluation in Australia

WSP has launched Land iQ, a digital land-use evaluation platform, in partnership with Giraffe and Aerometrex, to assist the New South Wales government in optimizing land use planning.

Montréal-based WSP, an international technology company with a presence in 110 offices worldwide, has taken significant strides in land-use evaluation through its development of Land iQ, a digital platform aimed at streamlining property analysis on a large scale. The initiative involves a collaboration with WSP’s Australian office, alongside two specialized entities: Giraffe, a technology start-up, and Aerometrex, a geospatial technology firm that has been a partner to WSP since 2015. This partnership combines their strengths in stakeholder engagement, comprehensive land use planning, software engineering, and data science, culminating in the creation of Land iQ.
The New South Wales (NSW) Department of Planning and Environment has appointed the team to utilize Land iQ for the first time to aid in the execution of the Strategic Land and Property Framework established by the NSW government. In an official release, the NSW government emphasized the platform’s potential to enhance the capabilities of private sector organizations, ensuring uniformity in data and methodologies across both public and private sectors, while also advancing the digitization of planning and property sectors.
Land iQ is designed to empower government agencies to efficiently search through millions of properties, model various development scenarios, and conduct site checks in mere minutes, all facilitated by a shared data ecosystem. Its features include a rapid site search function that enables users to quickly identify unused or vacant land, as well as access to historical maps and high-resolution aerial imagery. Additionally, it simplifies the generation of due-diligence and site suitability reports, thereby assisting governments in ensuring optimal land use for community benefits.
The platform acts as a singular, unified data source, integrating over 200 spatial data layers with government databases to maintain consistency in analyses. This enhancement is expected to boost the efficiency, accuracy, and collaboration within property and land-use planning in NSW, allowing governmental agencies to pinpoint suitable sites for land evaluation or development through multi-criteria searches across the state’s vast inventory of eight million lots and properties. It also equips agencies to evaluate the impacts and opportunities presented by various land uses.
By significantly reducing the time required for site analysis from days to just minutes, Land iQ fosters collaboration among different public agencies. These agencies can now create, share, and evaluate land use scenarios through a standardized typology approach, enabling quick assessments of how different land uses interact and affect surrounding environments. Accessibility and user-friendliness for all NSW government agencies have been prioritized in the platform’s design.
Importantly, Land iQ has been constructed to be modular and extendable, allowing it to adapt to future needs while utilizing existing digital resources to minimize duplication and cost. WSP has noted that traditional strategic planning methods often rely on exhaustive background studies, taking considerable time and resources. The NSW government aims to shift towards a modern, whole-of-government approach to land use evaluation, basing decisions on standardized, data-driven, shared information, with the ultimate goal of maximizing public benefits.
Damien Cutcliffe, project director at WSP, shared insights with LaPresse, highlighting that municipalities and private developers in NSW now have access to a wealth of data that allows them to bypass initial project steps, such as soil analyses, thanks to the readily available information. Tasks that previously took six months can now be completed in just a few days.
Land iQ is currently being utilized by Property and Development NSW to spearhead the state government’s Property Audit, aimed at identifying government land that could be repurposed for additional housing. The government has indicated its commitment to leveraging every available resource to combat the housing crisis, stating, "We have developed an industry-leading platform that can help speed up the pre-planning process. It only makes sense that we make this critical tool available so that everyone can benefit."
As Land iQ evolves, it is poised to become an essential component of NSW’s future planning strategies. The platform represents a significant departure from traditional methods, laying the groundwork for smarter, more collaborative planning decisions. Beyond its immediate applications within the NSW Government, Land iQ presents exciting possibilities for other governments seeking to enhance land planning processes. WSP aims to extend licensing opportunities for Land iQ not only throughout Australia but globally, with reported interest from the Ontario government. While not yet implemented in Canada, the challenges Land iQ addresses in Australia resonate with Canadian governments and property developers, particularly in identifying regions suitable for growth, minimizing contamination risks, and ensuring accessibility to essential services like schools and hospitals. The centralized digital data access offered by Land iQ could greatly assist Canadian governments in meeting the pressing demands for new housing and supporting infrastructure, highlighting Australia’s successful approach as a model to emulate.
