Barrie to Receive $129 Million for Development Charge Reduction and Wastewater Infrastructure Improvements
📅 2 weeks ago
The City of Barrie is set to receive significant funding aimed at reducing development charges for residential projects while enhancing wastewater treatment facilities.
BARRIE, ONT. — The City of Barrie is poised to benefit from a substantial financial boost of up to $129 million through the Development Charge Reduction Program (DCRP). This initiative is designed to lower development charges by 50 percent for residential developments over a three-year period, specifically from March 30, 2026, to March 31, 2029. According to a recent release, this reduction is projected to decrease the cost of constructing new homes in Barrie by as much as $62,223 per unit. When combined with the expanded HST relief applicable to eligible new homes, families in Barrie could potentially save a total of $192,223.The DCRP funding is contingent upon the signing of an agreement under the Canada-Ontario Build Communities Strong Fund, along with further due diligence by both levels of government and the signing of an Ontario-municipal Transfer Payment Agreement. The financial support from the DCRP will be directed toward enhancing the city’s wastewater treatment infrastructure. Planned improvements include the construction of a new digester, which will be integrated into the existing solids treatment train, the conversion of the current biological system to a more efficient conventional fine-bubble diffused aeration system, and the replacement of outdated electrical infrastructure. Additionally, a new advanced nutrient removal treatment train will be constructed as part of these upgrades.
The City of Barrie anticipates that the savings generated from reduced development charges, along with the investment in housing-enabling infrastructure, will facilitate the unlocking of 23,364 new homes. This development is part of broader efforts to address housing shortages and improve infrastructure within the region. Earlier this year, an agreement was reached between Ontario and the federal government to establish a cost-matched funding structure, which will provide a combined total of $8.8 billion over the next decade for infrastructure investments across Ontario. This alignment of resources and support underscores the ongoing commitment to enhancing the province’s housing and infrastructure landscape, particularly in municipalities like Barrie.
