Construction Begins on New Central Heating Plant at 5 Wing Goose Bay

A new central heating plant is set to reduce energy costs and greenhouse gas emissions at 5 Wing Goose Bay, supported by a significant government contract.

HAPPY VALLEY-GOOSE BAY, N.L. โ€“ A significant milestone was reached recently with the groundbreaking ceremony for a new central heating plant at 5 Wing Goose Bay, which is expected to enhance energy efficiency and sustainability at the facility. According to an official release, the new heating plant will utilize Labradorโ€™s hydroelectric power, resulting in lower heating costs for the Wing, which plays a critical role in supporting North American Aerospace Defense Command (NORAD) operations as well as Canadian Armed Forces activities in the Arctic and northern regions.
In December 2025, the Government of Canada awarded a substantial $187-million Energy Performance Contract (EPC) to MCW Custom Energy Solutions Ltd., which aims to modernize the existing infrastructure at 5 Wing. This new heating plant is a pivotal component of the EPC, which is designed to transition the Wing from its reliance on diesel heating systems to a more sustainable solution powered by the provincial electrical grid.
As part of this transition, the Department of National Defence has secured an additional 20 megawatts of electrical capacity from Newfoundland and Labrador Hydro, ensuring that the new plant is adequately powered. This project encompasses more than just the heating plant; it will also involve significant upgrades to existing control systems and utility metering infrastructure.
The implications of the EPC are considerable, with expectations that it will lead to a dramatic 77 percent reduction in energy costs for the Wing, translating to an estimated annual savings of approximately $8.6 million. Furthermore, the environmental impact is noteworthy, as the project is projected to achieve a 94 percent reduction in greenhouse gas emissions, which equates to a decrease of around 19,000 tonnes per year.
Completion of the new central heating plant is anticipated by December 2030, marking a significant advancement in the energy infrastructure supporting critical military operations in the region. By investing in this modern facility, the Government of Canada is not only enhancing operational efficiency but also committing to sustainability and environmental stewardship in the North.
