B.C. Government Ends Deal with Consortium for George Massey Tunnel Project, Plans to Retender

The B.C. government has terminated its agreement with the Cross Fraser Partnership for the George Massey Tunnel replacement project, valued at $4.15 billion, citing a lack of agreement on commercial terms. The province will retender the project to enhance competition and seek better value for taxpayers.
The British Columbia government has announced the termination of its agreement with the design-build consortium selected to replace the aging George Massey Tunnel, which runs beneath the Fraser River in Metro Vancouver. Despite this decision, officials have affirmed that the $4.15-billion project remains on schedule. The Transportation Ministry released a statement on Monday indicating that the provincial government could not come to an agreement with the Cross Fraser Partnership regarding the commercial terms necessary for the final construction of the new eight-lane tunnel that will link Richmond and Delta.The province has been collaborating with the consortium, which has not publicly commented on the termination, under a design and early works agreement since September 2024. The ministry acknowledged that there had been "significant progress" in the project's design phase but opted to exercise a termination clause to allow for a more competitive bidding process. Transportation Minister Mike Farnworth remarked that while the province had received "good value from the contractor" and made steady advancements in design, returning the project to a competitive bidding process would ultimately benefit taxpayers.
The ministry's statement elaborated that the project would be retendered with a revised procurement strategy aimed at enhancing competition and facilitating more local contracts. This new approach will divide the remaining work into multiple packages, thereby enabling a wider array of qualified firms to submit bids for different segments of the project. In the statement, Farnworth noted, "By design, our process has a pre-existing termination option in case we could not reach mutually acceptable terms. We are well placed to leverage improving market competitiveness."
The minister expressed confidence that the market is eager for opportunities in major infrastructure projects, and discussions with industry stakeholders have indicated robust interest in competing for the George Massey Tunnel project. A LinkedIn profile for the Cross Fraser Partnership reveals that the consortium comprises Bouygues Construction Canada, Fomento de Construcciones y Contratas Canada, and Pomerleau BC.
The province had initiated the market process for the tunnel project in 2023, originally as a single large progressive design-build procurement. However, the updated model is intended to better align with current market conditions while maintaining momentum on the project.
Preliminary construction activities commenced in January, including tree clearing and utility relocations, and these will persist as procurement for subsequent phases is underway. As an initial step, the province plans to issue requests to identify qualified proponents for key project phases. The B.C. Environmental Assessment Office is expected to finalize its review of the project by the end of this year, with major construction slated to begin in 2027.
The initiative to replace the existing tunnel was first announced in August 2021, with a target completion date for the new crossing set for 2030.
