Millennium Development Proposes New 26-Storey Mixed-Use Tower in Vancouver's Kitsilano Neighbourhood

Millennium Development has submitted a revised rezoning application for a significant mixed-use development in Vancouver's Kitsilano area, featuring a 26-storey tower with residential and hotel components.

Millennium Development, based in Vancouver, has recently put forth a new rezoning application for a project located in the Kitsilano neighbourhood, as indicated by a rezoning application published by the City of Vancouver last week. The site in question comprises two parcels at 2158-2170 W 1st Avenue, situated between Yew Street and Arbutus Street on the southern side of W 1st Avenue, just a few blocks south of Kitsilano Beach. According to BC Assessment records, the property at 2158 W 1st Avenue was sold in January 2024 for $6 million, while the parcel at 2170 W 1st Avenue was sold for $22.5 million in August 2024. Currently, both parcels are occupied by older rental buildings, and BC Assessment values these sites at $2,574,000 and $11,190,000 respectively, resulting in a total assessed value of $13,764,000—approximately half of the sale price recorded in 2024.
In 2024, Millennium Development, known for its work on the Olympic Village, submitted a proposal for a 20-storey rental tower that would include 185 units, with 20% of the total floor area designated for below-market rental housing. This initial rezoning application received approval in June 2025; however, the project did not progress further. Now, through its subsidiary, Millennium Kitsilano Nominee Ltd., the company has submitted a new rezoning application.
The site had previously undergone a rezoning from RM-4 (Residential) to CD-1 (Comprehensive Development) as part of the earlier application, which was enacted on June 2, 2026. The developer is now seeking to amend the existing CD-1 zoning to facilitate a 26-storey mixed-use tower that would house both residential and hotel components, with a maximum height of 301 feet and a density of 8.73 FSR, an increase from the previous height of 212 feet and 6.8 FSR.
The new proposal includes 121 rental units, comprised of 33 studio apartments, 41 one-bedroom units, 31 two-bedroom units, and 16 three-bedroom units. Out of these, 97 units will be market rental, while 24 will be offered as below-market rental housing. The average sizes of the market rental units are 415 sq. ft for studios, 512 sq. ft for one-bedrooms, 777 sq. ft for two-bedrooms, and 1,096 sq. ft for three-bedrooms. In contrast, the below-market units are expected to be larger in size. The market rental units are planned to be situated at the top of the tower, positioned above the hotel component, which will consist of 99 suites distributed across Levels 6 to 16—averaging nine suites per floor. At this stage, a hotel operator or brand has yet to be confirmed.
The ground floor of the development is designed to include a lobby and approximately 6,294 sq. ft of retail space. Millennium Development has stated in their application that they aim to provide secured market and below-market rental housing, addressing the City of Vancouver's acknowledged hotel shortage. The current proposal represents a reduction of 64 rental units from the previous application, but it introduces a hotel component and adds six additional storeys.
The site is situated within the Kitsilano North - Area B sub-area of the Broadway Plan, which allows for a maximum building height of 20 storeys. However, Millennium Development has referenced the Vancouver Official Development Plan (ODP), approved earlier this year, which permits up to 26 storeys under the Residential High-Rise 1 land use designation. In a statement accompanying the application, the City of Vancouver acknowledged that the proposal seeks consideration for height and density that exceeds the existing policy provisions while also introducing a hotel use not currently contemplated under existing guidelines.
Additionally, the rezoning application highlights an expanded amenity program, exceeding typical residential standards (greater than 10%), designed to enhance wellness, recreation, social interaction, and flexible day-to-day use for all residents. This expansion is presented as a means to improve livability without increasing residential density. Notably, the proposal includes a third elevator, which Millennium claims will ensure reliable and accessible vertical circulation within a building of this scale. This change has necessitated an increase in the tower's floorplate from 6,800 sq. ft to 6,923 sq. ft, facilitating improved operational resilience, reduced wait times for residents, and enhanced overall functionality and architectural expression.
Although there are no longer minimum parking requirements, the developer is proposing the inclusion of 164 vehicle parking spaces and 339 bicycle parking spaces within a five-level underground parkade. Following the publication of the rezoning application last week, the City of Vancouver is set to hold a Q&A period for the proposal from Wednesday, November 18 to Tuesday, December 1.
