Infrastructure Ontario and Windsor Regional Hospital have initiated an RFP for a significant hospital project, with construction teams invited to propose their plans for the Diagnostic and Treatment Block.
WINDSOR, ONT. β Infrastructure Ontario (IO) in conjunction with Windsor Regional Hospital (WRH) has officially released a Request for Proposals (RFP) for the pivotal Contract 1 Diagnostic and Treatment Block, which will serve as a fundamental part of the upcoming Fancsy Family Hospital. This five-storey building is designed to be the main public entrance to the hospital and is set to accommodate the majority of outpatient services along with essential public spaces, according to a recent announcement. The process leading to this RFP began with a Request for Qualification (RFQ) that was initiated in January 2026, allowing for the prequalification of teams eager to partake in this important healthcare infrastructure project. Those teams that successfully met the qualifications are now invited to submit their proposals in response to the RFP.
Among the prequalified teams, the first applicant is EllisDon Infrastructure Healthcare (EDIH), which is led by EllisDon Capital Inc. The design team for this application comprises Parkin Architects Ltd., while EllisDon Corporation will handle the construction. Additionally, EllisDon Facilities Services will manage the facilities, with financial advisement provided by EllisDon Capital Inc.
The second applicant is the Windsor Health Infrastructure Partners (WHIP), where Plenary Americas LP serves as the lead. This team has enlisted B+H Architects for design work, while Sacyr Canada Inc. and Amico Major Projects Inc. will be responsible for construction. Facilities management for this team is assigned to Johnson Controls Canada LP, and financial advisement will again be provided by Plenary Americas LP.
The project will follow IOβs Design-Build-Finance-Maintain model, which integrates design and construction with financing and ongoing maintenance. Currently, the prequalified teams are tasked with preparing their proposals that will outline their approach to delivering the project.
Once the submissions are collected, Infrastructure Ontario and Windsor Regional Hospital will conduct evaluations of the proposals and subsequently select a preferred team to enter into a contract. The announcement of the successful bidder is anticipated in the fall of 2027, marking a significant milestone in the development of this healthcare facility.
