The City of Toronto has launched an AI-driven online tool to help streamline the building permit application process, aiming to improve submission quality and reduce review times.

On August 27, 2026, the City of Toronto unveiled the Building Permit Application Pre-Check, an innovative online tool designed to assist applicants in identifying potential issues within their building permit applications before they are submitted. This initiative comes in response to the frequent delays caused by incomplete applications, which hinder both applicants and city staff in the review process. The goal of this pilot program is to enhance the quality of applications submitted, thereby minimizing unnecessary resubmissions and expediting the initial review process. This aligns with the City’s ongoing efforts to streamline housing approvals and facilitate the construction of more homes in Toronto.
The Pre-Check tool utilizes artificial intelligence to allow applicants to upload their application documents and receive immediate feedback on various aspects, such as missing or incomplete information, inconsistencies, and issues related to zoning or the Ontario Building Code that fall under the tool's scope. A detailed findings report is generated for the applicants, enabling them to rectify or clarify any flagged items before they formally submit their applications for a comprehensive review by City staff.
This pilot program is set to run for one year and is specifically available for certain residential projects that include buildings with two units or fewer. Eligible projects encompass a range of constructions, such as additions, alterations, laneway houses, garden suites, decks, porches, and detached garages located in designated residential zones. As the pilot progresses, additional features will be rolled out in stages to enhance the tool's functionality.
It is crucial to note that while the use of the Pre-Check tool is voluntary, it does not alter the City’s official application or review protocols. The tool is not designed to approve permits nor to replace the essential review conducted by City staff. Regardless of whether applicants choose to utilize the tool, they are still required to submit a building permit application through the City’s established formal process. City staff will conduct thorough reviews and maintain final decision-making authority on all applications.
