Toronto Celebrates Opening of 217 New Affordable Rental Homes in Etobicoke

The City of Toronto, along with the Government of Canada and KingSett Capital, has inaugurated 217 new affordable rental homes as part of the West Square redevelopment project in Etobicoke, aiming to enhance housing options for residents.

On September 10, 2026, the City of Toronto, the Government of Canada, and KingSett Capital Affordable Housing LP marked a significant milestone with the opening of 217 new affordable rental homes located at 15 Gibbs Rd. in Etobicoke. This initiative is part of a broader redevelopment effort known as West Square, which envisions a mixed-income, mixed-use community. When fully realized, the West Square redevelopment will encompass a total of 1,135 residential units, comprising 788 market rental homes and 347 affordable rental homes.
The successful completion of this project underscores the effective collaboration between municipal and federal governments alongside the private sector, demonstrating a strong commitment to increasing rental housing availability for the residents of Toronto. The newly constructed affordable rental homes will feature a variety of layouts, including studio, one-bedroom, two-bedroom, and three-bedroom units, designed to accommodate diverse household sizes and needs.
To ensure long-term housing stability for low- and moderate-income households, the rents for these affordable homes are set to remain accessible for a minimum of 40 years. Beyond just housing, the broader West Square development plans to include a public park, shared indoor amenities, and designated spaces for community organizations to operate, all strategically located near transit in a rapidly growing neighborhood.
The City of Toronto continues to support this ambitious project through approximately $11.9 million in financial incentives for the initial phase, provided under its Rental Housing Supply Program (RHSP). This funding includes waivers from development-related fees and charges as well as property tax exemptions, which are pivotal in facilitating the construction of these affordable rental homes.
The RHSP is aligned with the City’s HousingTO 2020-2030 Action Plan, which aims to bolster the creation of new rental homes. This initiative is part of a larger strategy, with 50 affordable housing projects currently underway across Toronto, collectively set to yield over 14,000 new homes, including more than 4,200 designated for affordable rentals, catering to both current residents and future generations.
