Ontario Government Launches Development Charge Reduction Program to Lower Housing Costs

The Ontario government has unveiled a new program aimed at reducing building costs and expediting the construction of new homes, allocating federal and provincial funding over a decade.

The Ontario government has announced the opening of applications for a new initiative designed to decrease building expenses and accelerate the construction of new residential properties. This initiative, known as the Development Charge Reduction Program (DCRP), will provide federal and provincial funding over a period of ten years for infrastructure projects that facilitate housing development. According to an official release, funding will be prioritized for municipalities that agree to lower development charges across all types of residential constructions by 30 to 50 percent or more, maintaining these reductions for a minimum of three years.
This program emerges from a partnership established in March between the provincial and federal governments, which aims to create a cost-matched funding structure that will total $8.8 billion over the next decade. Canada’s portion of this funding will be funneled through the Build Communities Strong Fund’s Provincial and Territorial stream, contingent upon reaching an agreement under this fund.
Eligible municipalities can begin applying for funding through the DCRP starting June 1, with the application deadline set for June 19. The assessment criteria for applications will focus on several factors: the percentage of committed reductions in development charge rates (with a minimum requirement of 30 to 50 percent), the projected number of homes to be built as a result of the proposed reductions, and the financial contributions from the municipalities themselves.
The release urges municipalities to adopt ambitious strategies concerning their development charge rate reductions to maximize the funding available for their communities. The timelines for funding applications are designed to align with an enhanced HST rebate, thereby maximizing benefits for both homebuilders and homebuyers alike.
Additionally, funding will also be accessible through the Canada-Ontario Partnership to Build, specifically targeting rural, small, and northern municipalities, with further details to be disclosed in the future. This initiative reflects the government's commitment to addressing housing affordability and availability across Ontario, particularly in light of ongoing housing challenges in many regions.
