The Ontario and federal governments are collaborating to allocate up to $1 billion to assist municipalities in building essential infrastructure to facilitate housing development, particularly in areas lacking development charges.
OTTAWA β In a significant move to bolster housing development, the governments of Ontario and Canada have unveiled a funding initiative that could provide municipalities with up to $1 billion for essential infrastructure projects. This funding is targeted at municipalities that currently do not impose development charges for critical infrastructure such as roads, bridges, and water systems. Each level of government will contribute $500 million to this effort.Federal Housing Minister Gregor Robertson emphasized that this partnership aims to alleviate initial costs associated with infrastructure development, thereby increasing the housing supply in the province. Ontarioβs acting infrastructure minister, Todd McCarthy, underscored the initiative's importance in strengthening local economies, particularly amid ongoing economic uncertainties influenced by U.S. tariffs.
The application process for municipalities eligible for this funding will commence on October 29, 2026. Selected projects are expected to be announced in the spring of the following year. McCarthy noted during a press conference that the province has recognized one of the most significant barriers to new housing development is the financial burden of constructing and upgrading necessary infrastructure.
"We know that many municipalities are dealing with repair backlogs, higher construction costs, and limited funding sources for critical infrastructure projects β especially when they do not implement development charges," McCarthy stated.
Robin Jones, president of the Association of Municipalities of Ontario, praised the funding initiative, highlighting that infrastructure challenges are particularly acute for rural, small, and northern communities. The financial support is expected to ease the pressure on these municipalities, allowing them to better address infrastructure needs that are vital for supporting new housing developments.
As municipalities navigate the complexities of housing shortages and infrastructure demands, this funding could play a crucial role in facilitating the construction of homes across Ontario. The collaboration between provincial and federal governments signals a proactive approach to tackling the housing crisis by ensuring that the necessary infrastructure is in place to support new developments.
With the funding initiative set to roll out in late 2026, municipalities will have the opportunity to apply for resources that could significantly enhance their capacity to manage and upgrade infrastructure, thus paving the way for increased housing availability in the province. This strategic investment is seen as a necessary step toward addressing the pressing housing needs of Ontarians, particularly in areas that have struggled to keep pace with development due to financial constraints.
