Alberta Launches North America’s First Solar Panel Recycling Program

Alberta is set to become the first province in Canada to implement a solar panel recycling program, banning solar panels from landfills while aiming to recover valuable materials and foster a new recycling industry.

EDMONTON – A significant shift in waste management practices is underway in Alberta, as the provincial government has unveiled plans to launch North America’s inaugural solar panel recycling program. This initiative is designed to mitigate landfill use, recover precious resources, and catalyze the development of a new recycling sector within the province. Effective October 1, Alberta will prohibit the disposal of solar panels in landfills, marking a historic first for Canada.
The announcement highlights Alberta's position as the second-largest province in Canada in terms of installed solar capacity. Projections indicate that by the year 2045, over 95 percent of the solar panels currently in use in Alberta will have reached the end of their operational lifespan, potentially resulting in approximately 72,700 tonnes of waste material. Solar panels comprise various recyclable components, including glass, aluminum, silicon, silver, copper, and other metals.
The newly established recycling program aims to ensure that these materials are not simply discarded but instead recovered for use in new products. The provincial government asserts that this initiative will attract investments in both collection and processing capabilities, thereby fostering the establishment of a robust recycling industry within Alberta.
As part of the program, an environmental fee of $14 will be levied on each new solar panel supplied in Alberta starting October 1. For a typical residential installation consisting of 20 panels, this fee would amount to a total of $280. This charge is intended to secure the necessary funding for the collection, transportation, and recycling of solar panels once they reach the end of their useful lives. Importantly, the fee will only apply to new panels supplied after the program's initiation.
Most solar panels are expected to last around 25 years, indicating that the recycling program will become increasingly relevant as the installed solar capacity continues to grow. The Alberta government, in collaboration with the Alberta Recycling Management Authority, plans to engage with industry stakeholders to develop reuse and recycling capabilities in the province as the volume of end-of-life panels increases.
This initiative reflects a growing recognition of the need for sustainable waste management practices in the face of expanding renewable energy infrastructure. As Alberta prepares for a future where solar energy plays a pivotal role, the recycling program stands to not only protect the environment but also stimulate economic growth through the establishment of a new industry focused on resource recovery.
