Canada Advances $404.9 Million Transportation Safety and Technology Science Hub Project in Ottawa

The Government of Canada is progressing with the Transportation Safety and Technology Science Hub project, awarding Bird Construction Group Ltd. a $404.9 million contract for full construction services.

OTTAWA — The Government of Canada has taken a significant step forward in the development of the Transportation Safety and Technology Science (TSTS) Hub Project by opting to advance it into the next phase. This decision involves exercising the full construction management services option with Bird Construction Group Ltd., a contract valued at $404.9 million. As of November 3, 2026, the project is officially under construction, following earlier site preparation and enabling work that has laid the groundwork for further development.
Public Services and Procurement Canada has articulated its intention to construct a sustainable science facility located on the National Research Council of Canada (NRC)’s Montréal Road campus in Ottawa. This new facility is set to consolidate approximately 260 employees from both the NRC and the Transportation Safety Board of Canada under one roof.
Visual representations of the project reveal a high bay area designed to accommodate a variety of large equipment, including aircraft and vehicles, alongside storage spaces. These renderings serve as illustrative guides and may be subject to modifications as the project progresses.
The TSTS facility will feature advanced laboratories, specialized scientific capabilities, and collaborative workspaces aimed at fostering transportation research, testing, and innovation. According to a government release, these enhanced capabilities are expected to empower scientists and investigators to develop new safety technologies, refine accident investigation techniques, and bolster transportation safety standards across various sectors, including aviation, marine, rail, road, and pipelines.
Moreover, the TSTS project aligns with Canada’s NATO defense investment commitments, offering eligible technical and research support for the Canadian Armed Forces and Defence Research and Development Canada through the laboratories established at the new facility.
The project is leveraging Laboratories Canada’s Repeatable Laboratory Design Framework in its execution and is striving for both LEED and Fitwel certification, indicating a commitment to sustainability and health in the built environment. Substantial completion of the TSTS Hub is anticipated by 2031, marking a significant milestone in Canada’s investment in transportation safety and technology.
As the project progresses, Bird Construction Group Ltd. is expected to play a crucial role in delivering this state-of-the-art facility that aims to enhance Canada’s transportation safety landscape.
