CSA Group Introduces New National Standard for Modular Construction

CSA Group has unveiled CSA Z251, a new standard aimed at enhancing the design framework for volumetric modular buildings in Canada.

In a significant move for the construction industry, CSA Group has announced the release of CSA Z251, a national standard that establishes a comprehensive technical framework for the design of volumetric modular structures. This new standard comes at a time when both governmental bodies and industry leaders are increasingly advocating for modular construction as a means to expedite project delivery, minimize waste, enhance worker safety, and foster more predictable project outcomes. Notably, the federal government has recognized modular construction as a modern methodology capable of supporting large-scale housing delivery through its Build Canada Homes initiative.
CSA Z251 is designed to complement the National Building Code of Canada, providing specific approaches tailored to the unique characteristics of volumetric modular buildings. The standard covers various critical aspects of modular construction, including structural design, building services, environmental separation, fire protection, and manufacturing as well as architectural considerations.
Dwayne Torrey, the Director of Construction and Infrastructure Standards at CSA Group, emphasized the importance of a consistent approach in scaling the modular construction sector. He stated, "Modular construction has the potential to help Canada deliver housing and infrastructure faster, but scaling the sector requires a consistent approach to how buildings are designed." The introduction of CSA Z251 aims to provide that necessary common framework, offering architects, engineers, manufacturers, and building officials clear recommendations and guidance specific to volumetric modular design. This initiative is expected to enhance consistency across various projects and jurisdictions, ultimately supporting the delivery of safe and high-quality modular buildings throughout Canada.
The development of this new standard was carried out by a technical committee consisting of architects, engineers, modular building manufacturers, and provincial and municipal building officials. CSA Z251 is part of a wider suite of standards developed by CSA Group that support modular construction, which includes CSA A277, outlining the procedure for certifying prefabricated buildings, modules, and panels; CSA Z250:21, detailing the process for delivering volumetric modular buildings; and CSA Z252:23, which serves as a guide to compliance and approval processes in volumetric modular construction.
