Three Proponents Prequalified for New Ontario Science Facility Complex

Infrastructure Ontario has announced the prequalification of three teams to design, build, finance, and maintain a new science facility complex in Oakville, Ontario, which will consolidate ministry operations and feature advanced monitoring capabilities.

OAKVILLE, ONT. — Infrastructure Ontario (IO), along with the Ministry of the Environment, Conservation and Parks and the Ministry of Labour, Immigration, Training and Skills Development, has officially prequalified three teams to undertake the design, construction, financing, and maintenance of a new science facility complex in Oakville, Ontario. This significant development follows a Request for Qualifications process that began in September 2025.
The prequalified teams include:
1. **Fengate PCL Progress Partners**
- **Applicant lead:** Fengate Capital Management Ltd. and PCL Investments Inc.
- **Lead architect:** Parkin Architects Limited
- **Construction team:** PCL Constructors Canada Inc.
- **Facilities management:** Honeywell Limited
- **Financial adviser:** National Bank Financial Inc.
2. **Amico Science & Technology**
- **Applicant lead:** Amico Major Projects Inc.
- **Lead architect:** HOK Architects Corporation and WSP Canada Inc.
- **Construction team:** Amico Design Build Inc. and Allyant Design and Construction Inc.
- **Facilities management:** Dexterra Group Inc.
3. **Technology and Nature Integrated Collaborative (Plenary/EBC)**
- **Applicant lead:** Plenary Americas Holdings Ltd.
- **Lead architect:** DIALOG Ontario Inc., Bouthillette Parizeau Inc., and The HDI Group
- **Construction team:** EBC Inc. and Plan Group Inc.
- **Facilities management:** Equans Services Inc.
The next phase will see a request for proposals issued in early fall, with the successful team anticipated to be announced by late 2027. The new science facility complex is set to replace the Ministry of the Environment, Conservation and Parks' current facility located at 125 Resources Rd., as well as the temporary location of the Ministry of Labour, Immigration, Training and Skills Development at 6295 Northam Dr.
Designed to bring the two ministries under one roof, the new facility will feature a flexible and purpose-built design. It will include adaptable laboratories, dedicated science workshop spaces, and office areas that will cater to both current operational needs and future growth.
Moreover, the complex aims to incorporate infrastructure that is ready for future advancements, supporting emerging economic sectors while ensuring public health and environmental safety through enhanced monitoring of radiological materials, environmental contaminants, and live viruses. The design is also expected to achieve LEED Silver certification, showcasing a commitment to sustainable and environmentally-friendly building practices.
