Ottawa Issues 15-Day Ultimatum to Stelco Owner Over Employment Commitments
📅 1 day ago
The Canadian government has set a 15-day deadline for Cleveland-Cliffs to address alleged breaches of employment commitments made during the acquisition of Stelco Inc., threatening legal action if unresolved.
In a significant move, the Canadian government has issued a 15-day ultimatum to Cleveland-Cliffs, the U.S. owner of Stelco Inc., regarding alleged violations of commitments made during the company's acquisition of the Ontario-based steelmaker two years ago. Industry Minister Mélanie Joly sent an 11-page letter on Thursday detailing accusations against Cleveland-Cliffs, asserting that the company has not honored six binding commitments, including essential employment guarantees. The letter highlights Cleveland-Cliffs' actions advocating for U.S. tariffs on Canadian steel, which contradicts its earlier commitment to support Canada’s steel industry. The minister expressed concern that the company has utilized these tariffs as justification for laying off workers, a troubling development as Cleveland-Cliffs recently announced plans to reduce its workforce by up to 500 positions at its Hamilton Works and Lake Erie Works facilities in Ontario.
Joly's letter specifies that Cleveland-Cliffs must either address these alleged breaches, demonstrate adherence to its commitments, or provide reasons for its failure to meet the obligations. Failure to comply could lead to legal consequences, including the possibility of the federal government seeking court orders that may require Cleveland-Cliffs to divest its control of Stelco.
The letter also outlines the specific employment commitments that Cleveland-Cliffs agreed to fulfill in 2024. These include maintaining an annual average of at least 1,766 full-time-equivalent unionized workers and 603 full-time-equivalent salaried workers. The situation has raised concerns about the future of employment within the company and the broader implications for the Canadian steel industry.
As the deadline approaches, the pressure mounts on Cleveland-Cliffs to clarify its position and restore confidence in its commitment to Canadian workers. This situation underscores the delicate balance between international trade policies and local employment, particularly in the steel sector, where tariffs and market conditions are heavily intertwined.
The outcome of this ultimatum could have far-reaching implications not only for Stelco and its employees but also for the Canadian steel industry as a whole, which has faced numerous challenges in recent years due to fluctuating market conditions and regulatory environments.
