WINDSOR, ONT. – The highly anticipated Gordie Howe International Bridge, connecting Windsor, Ontario, and Detroit, Michigan, is scheduled to open on Monday. This landmark event will be celebrated with a Canada-only ceremony today, following a series of delays and political controversies surrounding the project. The Canadian government opted out of a joint celebration with the United States, citing the recent tariff threats from President Donald Trump as a reason. Trump announced plans to impose 50 percent tariffs on numerous Canadian goods in retaliation for various provincial policies, including bans on U.S. alcohol and restrictions on American dairy and automotive products.
Prime Minister Mark Carney emphasized the bridge's significance as a symbol of cooperation between Canada and the U.S. during these contentious times. The bridge's name honors Gordie Howe, a legendary Canadian hockey player known for his long career with the Detroit Red Wings, where he won four Stanley Cup championships. The naming was intended to reflect the bridge's role in fostering relations between the two nations, as articulated by former Michigan governor Rick Snyder in 2015.
The Gordie Howe International Bridge was constructed to alleviate the traffic congestion on the privately owned Ambassador Bridge and the narrow Detroit-Windsor Tunnel, which is not suitable for large trucks. This corridor is vital for trade, with approximately one-third of all U.S.-Canada trade passing through it, and an estimated 2.5 million trucks transporting over $100 billion worth of goods annually. Standing at 46 meters above the river and 220 meters in total height, it is the largest land port between Canada and the U.S. and ranks among the ten longest bridges in North America.
Originally, the construction of the bridge was estimated to cost over $2 billion, but that figure has escalated significantly. The final cost, reported in 2018, reached $5.7 billion, which includes $3.8 billion for design and construction, along with $1.9 billion allocated for operation and maintenance over the next three decades. Prior to breaking ground, approximately $560 million was already spent on the project.
Construction began in 2018, following the agreement made in 2012 to build the bridge. The project faced numerous delays, and the opening of the bridge is now occurring six years later than initially projected. A significant milestone was reached in July 2024, when workers successfully connected the Windsor and Detroit sides of the bridge, a task that involved around 2,000 workers daily over a six-year period. The bridge has a projected lifespan of 125 years.
Despite its eventual completion, the bridge has faced opposition, particularly from the Moroun family, owners of the competing Ambassador Bridge. The family has reportedly attempted to obstruct the opening of the Gordie Howe bridge through various legal challenges and appeals to the Trump administration to revoke the construction permit granted by former President Barack Obama.
In recent remarks, Trump expressed the need for the U.S. to be compensated before he would allow the bridge to open, asserting that it was built without adequate U.S. consent. This statement prompted Carney to clarify that the funding for the bridge construction was entirely Canadian, although ownership is shared with Michigan. Under the terms of the agreement, Canada will not share toll revenues with the U.S. until the costs of building the bridge are recovered, which could take several years. For the first 15 years, Canada will share half of the net toll revenues with the U.S., which will be directed to a U.S.-Canada Economic Development Fund administered by the U.S. government.
Critics, including Conservatives, have accused Carney of conceding to U.S. demands and misleading Canadians about the toll-sharing arrangements. As the opening day approaches, the Gordie Howe International Bridge stands as a testament to international cooperation, despite the surrounding political challenges and controversies.
