In a significant development for Toronto's transit infrastructure, Pape North Connect—a joint venture between Webuild and FCC Canada Ltd.—has been awarded a substantial contract valued at $4.32 billion. This contract pertains to the construction of the Pape Tunnel and Underground Stations (PTUS), which are integral components of the Ontario Line project. The announcement follows the joint venture's selection in 2024 by Metrolinx and Infrastructure Ontario for the collaborative development phase of this progressive design-build (PDB) initiative. As of August 5, 2026, the implementation phase is now in progress.
The scope of the project includes the construction of three kilometers of new twin tunnels along with the establishment of two underground stations. One of these stations will connect to the existing Pape Station on Line 2 of the subway system. The route will extend from Gerrard Street, traversing through the neighborhoods of Greektown, Pape Village, and East York, ultimately reaching the intersection of Minton Place and the Don Valley Parkway. This work will form part of the wider Ontario Line subway project, which spans a total length of 15.6 kilometers.
Webuild has highlighted that the PTUS package represents one of the most technically challenging segments of the entire Ontario Line initiative. Notably, the joint venture had previously secured the RSSOM contract, which involves the supply of trains and technological systems for the new subway line.
The complexity of delivering the PTUS package is underscored by the need for extensive excavation and construction activities within one of Canada’s most intricate urban environments. This area is marked by existing infrastructure networks, underground utilities, and heavy traffic both above and below ground. Webuild has emphasized that such conditions necessitate the highest standards of design and construction coordination to ensure the city operates smoothly throughout all phases of the project.
The PTUS package is being executed under the Progressive Design-Build model, which allows for a collaborative approach to project delivery, enhancing efficiency and innovation in construction processes.
