Independent Review Team Announced for North Shore Wastewater Treatment Plant Project Amid Cost Overruns

An independent team will review the North Shore wastewater treatment plant project after costs soared to nearly five times the original budget, with the report expected by January.

VANCOUVER — A new independent team has been appointed to conduct a review of the North Shore wastewater treatment plant project, a venture that has seen its costs escalate to nearly five times the initial budget. The Metro Vancouver regional district announced this development through a statement, indicating that Rob Andrews, the senior vice-president of infrastructure at EXP Engineering, will lead the review team. This proposal has received approval from the Greater Vancouver Sewerage and Drainage District Board, ensuring that the team will have comprehensive access to Metro Vancouver’s records regarding the project’s history, finances, and governance.
Earlier this month, it was revealed that lawyer Randal Kaardal would finalize the terms with the team tasked with the investigation. Initially estimated at $700 million in 2013, the North Shore wastewater treatment plant's projected costs have surged to approximately $3.4 billion in the latest assessment. This substantial increase is attributed to a reworked design and various construction deficiencies, which have also pushed the expected completion date to 2030.
A similar review was initiated in 2024 but was put on hold due to ongoing lawsuits between Metro Vancouver and the original contractor, Acciona Wastewater Solutions. However, both parties reached a mediated settlement earlier this year, resulting in Acciona agreeing to pay Metro Vancouver $235 million.
Metro Vancouver has assured that the review will be conducted “at arm’s length” from its operations. Andrews expressed confidence in the team’s capabilities, stating, “Our team’s deep expertise in evaluating complex infrastructure projects makes us well equipped to conduct a thorough, balanced, and independent review of the North Shore Wastewater Treatment Plant Project.”
The findings of this review are expected to be publicly disclosed by the end of January, providing insight into the factors that contributed to the significant cost overruns and delays associated with this critical infrastructure project.
