Aecon Group Secures $815 Million Contract for Major Sewage Treatment Upgrade in Winnipeg

Aecon Group Inc. has been awarded an $815 million contract by the City of Winnipeg for upgrading the North End Water Pollution Control Centre, marking a significant milestone in water infrastructure development.

On July 16, 2026, Aecon Group Inc. (TSX: ARE) announced that its consortium, Red River Biosolids Partners, which includes MWH Constructors and Oscar Renda Contracting, has successfully completed the collaborative development phase and has been awarded an $815 million contract by the City of Winnipeg. This contract pertains to the North End Water Pollution Control Centre (NEWPCC) Sewage Treatment Plant Upgrade – Biosolids Facilities progressive design-build project located in Manitoba. Each partner in the consortium holds an equal stake of 33.3%. Stantec is engaged to provide design services for this significant project.
The contract's value will be reflected in Aecon’s Construction segment backlog in the third quarter of 2026. Following the completion of the development phase, the project will transition into the construction phase, focusing on the delivery of new biosolids facilities and modifications to the existing infrastructure. Operational upgrades are slated to begin in the fourth quarter of 2030, with overall construction expected to wrap up by the second quarter of 2031.
Jean-Louis Servranckx, President and CEO of Aecon Group Inc., remarked, "The Winnipeg North End Sewage Treatment Plant is undergoing one of the largest water infrastructure upgrades in North America. This contract underscores the confidence our clients have in Aecon, recognizing our integral role in various stages of complex projects, leveraging decades of diverse industrial and water infrastructure experience."
Thomas Clochard, Executive Vice President and COO of Aecon Group Inc., added, "The successful completion of the development phase showcases the effective collaboration between Aecon, our partners, and the City of Winnipeg in advancing this critical project, which aims to significantly enhance efficiency and expand the plant’s operating capacity for growing populations."
The NEWPCC is Winnipeg's largest and oldest wastewater treatment facility, responsible for treating 70% of the city's wastewater and managing all biosolids. The upgrades are designed to comply with environmental regulations, protect local waterways, and increase the plant’s water treatment capacity, all while fostering employment and economic growth in the region.
Water remains a vital resource that necessitates ongoing investment, and Aecon has established itself as a leading delivery partner with extensive experience from over 300 water infrastructure projects. Aecon’s portfolio includes the ongoing Red-Seine-Rat Wastewater Treatment Facility in Manitoba, the Giant Mine Remediation project in Northwest Territories, and various projects in Saskatchewan including the Buffalo Pound Water Treatment Plant.
In the United States, Aecon, through its subsidiary Bodell Construction, is involved in projects such as the ongoing Green River Wastewater Treatment Plant Replacement in Wyoming, recently awarded work at the Walnut Creek Wastewater Treatment Facility in Texas, and the completed Duchesne Valley Water Treatment Plant project in Utah.
Further details about the project can be accessed on the City of Winnipeg’s website.
