The Vancouver Fraser Port Authority has chosen TerraMarine as the preferred proponent for the landmass and wharf component of the Roberts Bank Terminal 2 Project, a significant development aimed at increasing container capacity on Canada's West Coast.

VANCOUVER — The Vancouver Fraser Port Authority has designated TerraMarine as the preferred proponent for the landmass and wharf aspect of the Roberts Bank Terminal 2 Project. The team behind TerraMarine includes several notable construction firms: FlatironDragados Canada, Inc., Van Oord Canada Ltd., Aecon Constructors (a division of Aecon Construction Group Inc.), and Carlson Construction Group Inc. This collaborative effort is further supported by the design firm Arcadis Professional Services Canada Inc., along with sub-consultants Stantec Consulting Ltd., TYPSA Inc., and Tetra Tech Canada Inc.
The awarded construction contract encompasses the delivery of crucial components such as a marine landmass, a wharf structure, a berth pocket, a widened causeway, an expanded tug basin, and various environmental mitigation and offsetting projects, as stated in a recent release from the port authority. The selection of TerraMarine was the result of a competitive process, which involved a progressive design-build procurement approach with a target price model.
The procurement process began with a request for qualifications issued in July 2025, inviting construction teams to submit their qualifications. By November 2025, three teams had been shortlisted and were invited to submit proposals for the project. These proposals were received in late May 2026, after which the project team conducted a thorough assessment of the submissions.
Roberts Bank Terminal 2 is anticipated to be a major marine container terminal at the Port of Vancouver, aimed at enhancing container capacity on Canada’s West Coast by over 30 percent, according to the release. Following the selection, TerraMarine will collaborate with the port authority, First Nations, and regulatory bodies to advance the planning for construction. This includes logistics, work planning, cost estimates, scheduling, and identifying subcontracting opportunities.
The port authority has indicated that once initial work progresses sufficiently and following financial close, it intends to award a target price design-build agreement to TerraMarine. Key milestones for the project include financial close, construction mobilization, and early works, all of which are scheduled for late 2027, with the main construction phase (land reclamation) set to commence in 2028. Operations at the terminal are expected to begin in the mid-2030s.
In addition to the progress made on the project, Roberts Bank Terminal 2 has obtained several environmental approvals and has received consent from 27 First Nations. Furthermore, the Vancouver Fraser Port Authority and Global Container Terminals, which is a majority Canadian-owned operator at the Port of Vancouver, have signed a memorandum of understanding to explore a partnership aimed at advancing the Roberts Bank Terminal 2 project, with the objective of achieving a joint operating and development agreement.
