Winnipeg to Utilize CCDC Contracts for New Fire Paramedic Station

The City of Winnipeg will employ a CCDC 5B-2025 contract for the construction of a new fire paramedic station in Waverley West, marking a significant shift in project contracting standards.

WINNIPEG – The Winnipeg Construction Association (WCA) has expressed strong support following the City of Winnipeg's decision to implement a CCDC 5B-2025 contract for the construction of the new Waverley West Fire Paramedic Station. This initiative is noteworthy as it represents the first non-roads project to adopt a CCDC contract, as highlighted in an official release. Darryl Harrison, the president and CEO of the WCA, emphasized the advantages of utilizing CCDC contracts, stating, "The use of CCDC contracts will benefit both contractors and taxpayers. These contracts are the national standard for good reason – they set clear expectations, allocate risk fairly, and reduce disputes and delays that can drive up costs."
The CCDC contracts are crafted through a collaborative process involving representatives from various sectors within the construction industry, aiming to ensure fairness and clarity for all parties engaged in the contracting process. Harrison further articulated that these contracts enhance clarity for contractors bidding on municipal jobs, which is likely to encourage a greater number of firms to participate in city contracts. He noted, "More bids will lead to better outcomes for the city and for taxpayers."
The decision to utilize CCDC contracts aligns with a campaign pledge made by City of Winnipeg Mayor Scott Gillingham during the 2022 election, further underscoring the administration's commitment to improving the construction procurement process. Harrison remarked, "We’re very happy to see the mayor follow through on this campaign promise. There have been several road projects tendered under a CCDC contract already, so it’s great to see one being used on a building project."
With the upcoming municipal election scheduled for October, the WCA is advocating for candidates running for mayor and city council to continue the practice of employing CCDC contracts for future building projects. Harrison expressed hope that the adoption of CCDC contracts will become standard practice for the City of Winnipeg, stating, "This is a great first step, and we look forward to seeing more projects built under these contracts in the future."
The city has issued a Request for Proposals (RFP) for the new permanent fire-paramedic station, which is anticipated to feature modernized facilities similar in design to the recently completed Station 21 located on Regent Avenue in Transcona. This new station is intended to replace the temporary station currently situated on Eaglewood Drive, which has been serving the community since 2024. Upon completion of the new facility, the temporary station will be decommissioned and relocated to an as-yet-undetermined site within the city.
