Yonge North Subway Extension RFP Stage Concludes with Multiple Bids Submitted

The RFP stage for the Yonge North Subway Extension has closed, with several teams submitting bids for various work packages.

In a significant development for Toronto's transportation infrastructure, Infrastructure Ontario has announced that the Request for Proposals (RFP) stage for the Yonge North Subway Extension – Stations, Rail and Systems contract (YNSE SRS) has officially closed. This announcement marks a crucial milestone as the bidding teams submitted their proposals by the deadline set for the project, valued at approximately $1.4 billion. The YNSE SRS project, located in Richmond Hill, Ontario, encompasses a critical expansion of the Toronto Transit Commission's (TTC) subway network.
The RFP process, which began with eleven teams shortlisted in May, has now transitioned to a phase where proposals are being evaluated. The contract is structured through an owner-formed Alliance procurement model, which is designed to foster collaboration among the various stakeholders involved. The project is divided into three main work packages: Underground works, surface works, and design and systems integration, each of which attracted competitive submissions from multiple teams.
For the underground works package, notable contenders include Trillium Construction Partners, a collaboration between Acciona Infrastructure Canada Inc. and Amico Infrastructures Inc.; NorthLine Partners, which comprises Flatiron Dragados Canada, Inc. and Green Infrastructure Partners Inc.; and the CrossTransit Group, featuring Ferrovial Construction Canada Inc. and VINCI Construction Grands Projets Canada Inc. Additionally, the North Extension Transit Alliance (NExTA), which includes Aecon Infrastructure Management Inc., Formento de Construcciones y Contratas Canada Ltd., and Pomerleau Major Projects Inc., also submitted a proposal for this segment of the work.
Surface works attracted bids from the Kenaidan Murphy Joint Venture (KMJV), which includes Kenaidan Infrastructure Ltd. and Murphy Infrastructure Inc.; NorthLine Partners; NExTA; and the True North Corridor Alliance, comprising Bird Construction Industrial Services Ltd. and Ledcor Ontario Infrastructure Ltd.
The design and systems integration package saw submissions from NorthOne Integration Partner, a team formed by Arup Canada Ind., Hatch Ltd., and Egis Canada Ltd.; NovaNorth, which includes AtkinsRéalis Canada Inc., CIMA Canada Inc., and NORR Architects & Engineers Limited; and the WSP-AECOM team, made up of AECOM Canada ULC and WSP Canada Inc.
The Yonge North Subway Extension is poised to extend the TTC’s Line 1 subway service by approximately eight kilometres, connecting the existing terminus at Finch Station to the regions of Vaughan, Markham, and Richmond Hill. The project will introduce five new stations along this route, significantly enhancing public transit accessibility in the area.
Following the evaluation of the proposals, one team from each work package will be selected to enter into a Project Alliance Agreement with Metrolinx. The announcement of the successful proponents is anticipated in 2027, marking a further step towards the realization of this major infrastructure project that aims to improve transit options for residents in the Greater Toronto Area.
