B.C. Expands Skilled Trades Certification to Crane Operators

The Province of British Columbia has announced new certification requirements for tower and mobile crane operators to enhance safety and training standards in the industry.
In a significant move aimed at bolstering safety and professionalism in the construction industry, the Province of British Columbia has declared an expansion of skilled trades certification to include tower and mobile crane operators. This initiative is designed to establish consistent training and certification standards, thereby improving crane safety and fortifying B.C.'s skilled trades workforce. The announcement reveals that individuals currently working as tower or mobile crane operators will have a one-year period to either register as an apprentice with SkilledTradesBC or take the skilled trades certification exam to qualify as a journeyperson before the new regulations come into full effect on July 5, 2027. Under the transition provisions, experienced crane operators will be permitted to continue their work while they pursue the necessary certification. Furthermore, both provincial and federal financial assistance will be available to help cover specific training expenses, including tuition, travel, and childcare. Workers will also benefit from the support of SkilledTradesBC apprenticeship advisers throughout the process. Bryan Railton, the business manager for the International Union of Operating Engineers Local 115, emphasized the importance of this announcement, stating, "Today’s announcement is an important milestone for crane operators and for all British Columbians who depend on safe, skilled work on our jobsites. Restoring skilled trades certification reinforces the high standards of training, professionalism, and safety that our industry demands. I thank the Province of British Columbia and SkilledTradesBC for working with industry and labour to strengthen public safety and recognize the vital role of certified tradespeople in building our province." The inclusion of tower and mobile crane operators in the skilled trades certification program marks a significant addition to the existing list of designated electrical and mechanical trades, which already comprises seven professions. This certification formally acknowledges the specialized skills necessary for crane operation and promotes uniform training standards across the sector. The crane industry itself played a pivotal role in nominating these two trades for certification, following an application process initiated by SkilledTradesBC in 2023 to identify trades that would benefit from enhanced certification. This new requirement is a direct response to recommendations from the province’s Crane Safety Table, which consists of industry, labour, and technical experts brought together by the Minister of Labour to coordinate and expedite improvements in safety protocols. Additionally, it aligns with recent initiatives aimed at reinforcing crane oversight in B.C., including efforts by WorkSafeBC to collaborate with industry partners to enhance licensing, permitting, and safety practices.
