Menkes Developments and City of Toronto Launch Temporary 'Park in Progress' at Sugar Wharf

Menkes Developments, in collaboration with the City of Toronto, has introduced a temporary public park at Sugar Wharf, set to evolve into a permanent green space by 2030.
On November 11, 2025, Menkes Developments Ltd., in conjunction with the City of Toronto, announced the launch of a new public space named the 'Park in Progress' at Sugar Wharf, located at 50 Queens Quay East. This initiative transforms what could have been underused land into a vibrant community area while plans for a permanent park are developed. Deputy Mayor Ausma Malik expressed her enthusiasm, stating, 'As we prepare for a permanent park at 50 Queens Quay East, it is a priority for me that our community can enjoy the space with a park-in-progress. I’m proud to be delivering green space for our waterfront, and for this collaboration between the City and Menkes.'The park, although temporary with a lifespan estimated between three to five years, has been designed with care and consideration. It features various amenities including grassy areas, meadows, trees, walking paths, seating, pickleball courts, and a designated off-leash area for dogs. The final design for the permanent park will be determined through a design competition, with completion anticipated in 2030. Jared Menkes, President of High-Rise Residential at Menkes, stated, 'Menkes is proud to be a city builder in every sense of the word: this park is exemplary of our commitment to building flourishing urban mixed-use communities.' He emphasized that the park is designed to be enjoyed by the entire waterfront community, showcasing the benefits of innovative planning and strategic partnerships.
David Pantaleo, Associate Landscape Architect at O2 Planning and Design, highlighted the park's role beyond being a temporary solution, describing it as a flexible space that adapts to the needs of the evolving neighborhood. 'It’s designed to serve the community now, foster pride and ownership, and create a welcoming place for neighbours to connect,' he remarked.
The park is part of a broader initiative by Menkes and the City to revitalize Toronto's waterfront, aiming to create lively public spaces that benefit both current residents and the larger downtown population. According to Waterfront Toronto, once fully developed, the Eastern Waterfront could accommodate over 100,000 residents. Continued investment and careful redevelopment are seen as crucial for transforming the area into a thriving urban destination that meets the needs of a growing population.
Menkes is also progressing with the second phase of the Sugar Wharf development, which includes plans for three residential towers with over 2,600 units, including affordable rental options. Additionally, the project will feature an integrated elementary school developed in partnership with the Toronto District School Board (TDSB) and a children’s daycare in collaboration with the City of Toronto. The new 'Park in Progress' at 50 Queens Quay East is now open to the public, marking a significant step towards enhancing community engagement and urban living in Toronto’s waterfront area.
