Rescue Efforts Intensify for Hundreds of Missing Workers in Nepal's Hydropower Projects Following Catastrophic Floods

Rescue operations continue in Nepal as teams search for hundreds of missing workers trapped in hydropower tunnels after devastating floods. The situation highlights significant challenges in Nepal's emergency response capabilities.
In Nepal, rescue teams are urgently working to locate hundreds of workers who are feared trapped following catastrophic floods that occurred on August 26. Reports indicate that around 900 workers are missing across a dozen hydropower projects, with approximately 500 believed to be inside tunnels. Officials and representatives from the industry have provided this grim assessment as rescue operations face substantial obstacles. Access to the tunnels is severely hindered by thick mud, debris, and the destruction of infrastructure, complicating the efforts of rescue teams.Since the disaster, which has claimed more than 1,200 lives in both Nepal and China, only two workers have been rescued, underscoring the urgency and complexity of the situation. Mohan Kumar Dangi, the president of the Independent Power Producers Association of Nepal, reported that the floods have caused significant damage to at least 12 hydropower projects located in the Rasuwa and Nuwakot districts, which together have a combined capacity of 670 megawatts. Among these projects, four were under construction, seven were operational, and one was in the testing phase.
Dangi emphasized that while hydropower projects typically undergo risk assessments and thorough studies prior to construction, the severity of the flooding on August 26 was unprecedented and unexpected. The floods have not only caused damage to the hydropower plants but have also obstructed access to the tunnels where many workers are believed to be trapped.
The most significant challenge facing rescuers is the difficulty in reaching those who are trapped. Many hydropower sites in Nepal are situated in remote mountainous regions, where steep terrains and narrow roadways can complicate access. The flooding has exacerbated these conditions, damaging roads and limiting the routes available to rescue teams. Additionally, the floods have caused debris, mud, and large rocks to block or damage tunnels, making it even more challenging to reach those inside.
Filmmaker and drone pilot Manish Maharjan, who has volunteered alongside the Nepalese army, shared insights into the conditions within the tunnels. He described them as being filled with mud, likening it to “toothpaste in a tube.” At one project site, he utilized a drone to search the length of a tunnel but found no signs of life. Some workers had managed to call for help shortly after the floods, while others reported that their colleagues remained trapped underground. It remains uncertain whether rescuers have been able to establish contact with these workers since then, or if they are still alive.
Survival for those trapped underground can be possible without food for a limited time, but the scarcity of drinking water and breathable air can quickly turn life-threatening. The ongoing rescue efforts are testing Nepal's capacity to respond to such disasters. Anil Pokhrel, a disaster risk reduction expert and former head of Nepal’s disaster authority, pointed out that the flooding has exposed critical weaknesses in the country’s rescue capabilities. He noted that rescuers lost crucial time in pinpointing the exact entry points and coordinates of the tunnels and lacked the necessary heavy equipment and trained personnel for effective operations.
Pokhrel remarked on the harsh and remote conditions, as well as inclement weather, which have further complicated rescue efforts. Despite having over a century of experience in tunnel construction, he stated that Nepal is inadequately prepared for the complexities involved in tunnel rescues. “Our focus has been on tunnel design and construction, but we are not sufficiently equipped for rescue operations,” he concluded. As rescue operations continue, the situation remains dire for those missing and their families, highlighting the urgent need for improved disaster response strategies in the region.
