Major Affordable Housing Development Set to Transform Downtown St. Catharines

A new affordable housing project is underway in St. Catharines, supported by significant federal funding and local incentives, aimed at providing nearly 500 rental units.

In a significant move towards addressing housing affordability, the largest affordable and co-operative housing development in the Niagara region is poised to rise on the site of the former Hotel Dieu Hospital in downtown St. Catharines. This ambitious project, which will feature 492 residential units, is a collaborative effort involving key partners such as Elevate Living, the Golden Horseshoe Co-operative Housing Federation, and the Co-operative Housing Federation of Canada. Leading the construction is Niagara Falls-based Niacon Ltd., recognized for its commitment to community-oriented projects.
The financial backbone of this development is substantial, with a total funding of $183 million provided by the federal government through the Co-operative Housing Development (CHDP) Program. In addition to this federal support, the City of St. Catharines council has waived building permit fees amounting to up to $743,499 and has approved tax rebates as part of the municipality’s community improvement plan. Furthermore, the Niagara Region has pledged matching funding that could cover 45 to 65 percent of the tax increment over a decade, contingent upon the number of affordable units created.
Drew Toth, founder and CEO of Elevate Living, emphasized the importance of collaborative efforts among public, private, and non-profit sectors in realizing this project. He noted that any surplus funds generated will directly contribute to lowering rent costs for future residents, making the initiative even more impactful.
This development is designed with sustainability in mind, aiming to be a net-zero ready community. It will incorporate geothermal energy systems and other innovative technologies to minimize greenhouse gas emissions, thereby ensuring long-term affordability for residents. The project, located at 159 Ontario St., will be known as The Collective Housing Co-operative and will provide a mix of studio, one, two, and three-bedroom homes.
In addition to living spaces, the development will offer shared amenities that enhance community living, including rooftop terraces, outdoor barbecue areas, pickleball courts, a fitness room, party and multipurpose spaces, a spa, and even a dog wash station. The ground floor is planned to include commercial space, thereby fostering a vibrant community environment. Furthermore, the project will feature 368 parking spaces, including provisions for accessibility and electric vehicle services.
St. Catharines Mayor Mat Siscoe expressed his enthusiasm for the project, stating, "This is exactly the kind of housing investment St. Catharines needs. Nearly 500 new rental homes at 159 Ontario Street means more choice for residents, more momentum for our city, and another important step toward building a stronger, more livable community. We are grateful to the Government of Canada for its partnership and for helping move projects like this forward."
The CHDP program itself represents the largest federal investment in new co-op housing development in over three decades, with a total of $1.5 billion allocated. This initiative aims to create co-op homes that are more affordable than private market rentals, specifically targeting middle-income households to ensure a diverse and inclusive community.
As construction progresses, the project is expected to set a precedent for future affordable housing initiatives in the region, showcasing the benefits of strategic partnerships and innovative design aimed at enhancing the quality of life for residents in St. Catharines and beyond.
