Alberta Government Launches Minister's Council to Explore Innovative Infrastructure Financing

The Alberta government has initiated a minister's council aimed at finding innovative financing solutions for municipal infrastructure, in response to rising demands due to population growth.

EDMONTON – The provincial government of Alberta has announced the establishment of a minister's council tasked with investigating novel financing strategies for essential municipal infrastructure. This council will convene municipal leaders alongside industry stakeholders to explore creative funding methods and pinpoint resources that could assist communities in sustaining and enhancing their core services, according to a recent government release. Collaborating with BILD Alberta’s working group on alternative infrastructure financing, the council's objective is to address the municipal infrastructure gap and enhance the ability of municipalities to invest in both housing and critical infrastructure through innovative fiscal strategies without imposing additional tax burdens on residents of Alberta.
In light of Alberta's ongoing population growth and economic development, there is a mounting demand for essential infrastructure such as roads, water supply systems, public transit, and other vital services, the release notes. Consequently, the council will investigate various policy options aimed at bolstering long-term financial capabilities and developing new fiscal tools that support responsible, locally driven growth.
Scott Fash, CEO of the BILD Alberta Association, expressed enthusiasm for the council's formation, stating, "The launch of this minister’s council is an incredible opportunity to expand how we fund and build Alberta’s communities for the future. It directly builds on BILD Alberta’s work to unlock innovative financial tools that can get housing and critical infrastructure built faster, more cost-effectively and more responsively. We are excited to expand the financing toolbox, close the infrastructure gap and ensure our growing communities can truly thrive."
The council will also evaluate a variety of approaches that include alternative financing models, partnerships with the private sector, and mechanisms that have been successfully implemented in other regions. This initiative aims to create a more sustainable financial framework for municipalities to effectively manage their infrastructure needs as they adapt to the challenges posed by rapid growth and development in Alberta.
