Metro Vancouver has faced a fine amounting to approximately $170,000 as a result of a serious injury sustained by a worker during operations on a watermain in New Westminster. This incident, which occurred two years ago, has prompted WorkSafeBC to take action. The penalty was officially issued to the regional district on March 12, 2024, after a detailed investigation into the circumstances surrounding the incident.On March 15, 2024, two workers were engaged in lifting gearboxes from a watermain valve when one of the gearboxes unexpectedly released and was propelled forcefully upward, leading to a serious injury. The operation involved the use of a crane to lift the gearboxes from a confined space, with workers utilizing pry bars while inside the confined area. This scenario exemplified multiple high-risk violations as identified by WorkSafeBC.
In its assessment, WorkSafeBC highlighted several critical failures on the part of Metro Vancouver, including a lack of proper planning and hazard identification prior to the operation. Furthermore, the organization failed to ensure that health and safety measures were effectively coordinated, and it did not develop written procedures aimed at mitigating risks associated with working in confined spaces.
In response to the incident, Metro Vancouver issued a statement affirming that it has implemented comprehensive corrective actions to enhance workplace safety. The organization stated that it has complied with all directives issued by WorkSafeBC following the incident. Among the violations noted were the absence of a sufficiently trained supervisor on-site and the inadequacy of the workers' training for such high-risk operations.
