Infrastructure Ontario and Metrolinx Issue RFP for Yonge North Subway Extension

Infrastructure Ontario and Metrolinx have launched a Request for Proposals for the Yonge North Subway Extension project, inviting 11 shortlisted teams to submit bids for three major work packages.
TORONTO – Infrastructure Ontario (IO) alongside Metrolinx has initiated a Request for Proposals (RFP) for the Yonge North Subway Extension, specifically targeting the Stations, Rail and Systems contract. This significant project, known as YNSE SRSAlliance, has an estimated value of $1.4 billion and encompasses multiple locations within Richmond Hill. The project is being procured through an Owner-Formed Alliance model, which aims to foster collaboration among stakeholders.In response to a Request for Qualifications issued in October 2025, IO and Metrolinx have shortlisted 11 teams that are now eligible to participate in the RFP process. The contract is divided into three main work packages, each addressing different aspects of the subway extension.
The first work package focuses on underground works, which includes the construction of underground stations as well as civil work for key stations such as Steeles, Clark, and Royal Orchard. This package also entails the construction of a Finch transition box and ancillary structures like emergency exit buildings and traction power substations. The shortlisted teams for this package are: Trillium Construction Partners, comprising Acciona Infrastructure Canada Inc. and Amico Infrastructures Inc.; NorthLine Partners, which includes Flatiron Dragados Canada, Inc. and Green Infrastructure Partners Inc.; CrossTransit Group, featuring Ferrovial Construction Canada Inc. and VINCI Construction Grands Projects Canada Inc.; and North Extension Transit Alliance (NExTA), consisting of Aecon Infrastructure Management Inc., Pomerleau Major Projects Inc., and Formento de Construcciones y Contratas Canada Ltd.
The second work package encompasses surface works, which involves constructing at-grade stations, civil works for bridges, high-tech features, and a train storage facility along with a portal structure. The teams competing for this package include the Kenaidan Murphy Joint Venture (KMJV) made up of Kenaidan Infrastructure Ltd. and Murphy Infrastructure Inc.; NorthLine Partners; NExTA; and True North Corridor Alliance, led by Ledcor Ontario Infrastructure Ltd. and Bird Construction Industrial Services Ltd.
The third work package is dedicated to design and systems integration, focusing on the rail systems and the train storage facility. The shortlisted teams for this segment are NorthOne Integration Partner, which includes Arup Canada Inc., Hatch Ltd., and Egis Canada Ltd.; NovaNorth, composed of AtkinsRéalis Canada Inc., NORR Architects & Engineers Limited, and CIMA Canada Inc.; and WSP-AECOM, featuring WSP Canada Inc. and AECOM Canada ULC.
As the RFP period concludes in late 2026, one proponent will be selected for each of the three packages to enter into a Project Alliance Agreement with Metrolinx. Following this, the Alliance, together with the chosen teams, will refine the project's design and carry out preliminary investigations and works during the development phase. At the close of this phase, Metrolinx will have the opportunity to accept a proposal that confirms the final design, cost, and timeline for the project, as indicated in the release.
